The live-action adaptation of the classic manga comic previously had Albert Hughes and Ruari Robinson attached to it.
Warner Bros is hoping that Collet-Serra will be able to make the film for $90 million (£55 million), Variety reports.
Budget issues have plagued the project, which centres on the biker Kaneda who has to look for his friend Tetsuo who has been kidnapped by the government for his telekinetic powers.
Book of Eli helmer Hughes left the project in May citing "creative differences", with his departure coming after that of Keanu Reeves.

The script has also been rewritten by Harry Potter screenwriter Steve Kloves.
Leonardo DiCaprio has been producing the project since its early stages, and was also rumoured to be taking the lead role.
James Franco, Zac Efron and Robert Pattinson have also been slated to star in the film since Keanu Reeves turned down the project in May.
