The Indiana Jones star has attached himself to the project and is keen to play lead character Wyatt Earp, according to Heat Vision.
Black Hats will be adapted from Max Allan Collins's 2007 novel of the same name, which was written under the pseudonym Patrick Culhane.
Screenwriter Kurt Johnstad, best known for co-writing 300 and its upcoming sequel, has been hired to pen the big screen adaptation.
Black Hats is set during the Prohibition era and tells the story of a Los Angeles detective named Wyatt Earp who inadvertently takes on the Brooklyn mob, led by a young Al Capone.
Ford will next be seen opposite Daniel Craig in Jon Favreau's comic book adaptation Cowboys & Aliens.
The actor recently claimed that he has no plans to retire from the film industry.
