The Twilight actress had previously spoken of the difficulty in raising financing for the project, in which she would have played a transgender character inside LA County's Men's Central Jail.
K-11 will move ahead without Stewart, although her older brother Cameron Stewart is still attached to play an unspecified role. Jules Stewart is making her directorial debut on the film, based on a script she co-wrote with Jared Kurt.
Former ER star Goran Visnjic, DB Sweeney, Portia Doubleday, Kate del Castillo, Jason Mewes and Tommy Lister are all signed up for the movie, reports Variety.
The dark drama follows Visnjic's record producer as he wakes up inside the LA facility after a three-day binge.
Stewart's New Moon director Chris Weitz recently told Digital Spy that he hopes to reunite with the 21-year-old actress on a future movie project.
