The How I Met Your Mother actor told MTV News that he enjoyed working with Perry on The Smurfs, in which she voices the character of Smurfette.
"Katy Perry can do no wrong in my book. She's tall, she's funny, she can sing and has a sharp wit and is a savvy businesswoman," Harris said.
"I say Katy Perry may take over the world. I will be her vice president."
Fellow Smurfs star Hank Azaria also praised his time working with Perry on the picture, adding: "It was rather exciting. She's a genuine pop idol; my heart raced. She's beautiful and a huge star."
Perry's husband Russell Brand previously described his wife as a "great actress" and predicted that she will become a film star.
