The director will be writing the film with Alexandre Gavras, whose director father Costa-Gavras has made cameos in Landis's The Stupids and Spies Like Us.
Landis told Bloody Disgusting that the production will begin in Paris within the next two years.
He said: "We know who's gonna star in it, but this is all off the radar right now, so I can't tell you. It's interesting - the cast has to be bilingual because it's being shot in French and English."
Landis is currently working on the period film The Rivals, which is an adaptation of the 18th century play about three men who fall in love with the same woman.
Before Burke and Hare, the director had concentrated on television and made two contributions to the Masters of Horror series.
His son Max Landis, 25, will be making his debut full-length feature this year with Good Time Gang starring Jonah Hill and Mark Wahlberg.
