The film centres on a female FBI agent who goes undercover to investigate a group of eco-terrorists who call themselves 'The East' and target unethical companies.
True Blood's Skarsgard could be playing the leader of the covert organisation, with Brit Marling confirmed to play the FBI agent, according to Heat Vision.
Director Zal Batmanglij will be directing from his and Marling's script. The two collaborated on the Sundance hit Sound of My Voice.
Skarsgard will next be seen in the comedy What Maisie Knew with Julianne Moore and Steve Coogan.
The actor admitted recently that he did not want to continue playing similar roles to his vampire character in True Blood.
