The actor, who played Dr Tobias Fünke on Arrested Development, told Countdown host Keith Olbermann that until recently he didn't believe the project would ever get off the ground.
Cross explained: "It gets mildly irritating to say the same thing over and over again, which is, 'I don't know, we'll see if it happens'.
"There were a few years when I said, 'It's not going to happen, I don't think it's going to happen'. Because people were just trying to will it to be, and that's just not the way things work."
Cross revealed that he's now more optimistic about the prospects of an Arrested Development movie after hearing details of the film's plot from co-star Jason Bateman.
"I feel more confident now, as of the last month," he said. "I know what [the movie's storyline] is! It's genius. It's the exact perfect way to address it."
