The scribe told The LA Times that he would like to see Game of Thrones actor Peter Dinklage portraying the antagonist in the follow-up.
"I will win you over to Peter Dinklage as MODOK. If he came around the corner and you saw him floating there you would be terrified. It would be amazing," he said.
However, Markus went on to say that his suggestion to include the villain in the Captain America sequel has not been met with enthusiasm at Marvel Studios.
"I love MODOK and I think you could make a terrifying movie with MODOK but nobody seems to be on my side at the moment," he added.
Chris Evans is in line to reprise his role as Steve Rogers in the Captain America follow-up, but a start date for the project is yet to be confirmed.
