The film will depict a world in which super powers are given out one day in the year, meaning people spend the remaining days thinking of how they will use them.
Safe House writer David Guggenheim wrote the script which was preemptively bought as a pitch by Universal Studios, Deadline reports.
Howard's most recent project for Universal, Dark Tower, was abandoned because of the studio's concerns about costs.
Dark Tower, an adaptation of author Stephen King's saga, was to come in three parts with an attached miniseries for television.
Howard is also currently attached to the Formula One film Rush.
