The dark comedy centres on Farrell's struggling screenwriter character who is inspired by the scams of his two oddball friends who decide to kidnap valuable dogs. They get into more trouble than they bargained for when they accidentally steal a psychotic gangster's Shih Tzu.
Farrell will be joined by Moon's Sam Rockwell and Christopher Walken. McDonagh will be directing from his own script.
CBS is currently negotiating to co-finance the film, according to Deadline.
Fright Night star Farrell is also currently making the rebooted version of Total Recall.
He will take on the role of Arnold Schwarzenegger's Doug Quaid in the new adaptation, which sees him playing a double agent.
Farrell has revealed that the remake is far less camp and much darker than the 1990 original, directed by Paul Verhoven.
