The director has previously made films centring around music scenes including 1990s Britpop in Nine Songs and Manchester in 24 Hour Party People.
The Longest Cocktail Party is based on Richard DiLello's memoir of the period between 1967 and 1970. DiLello was initially an intern at Apple Records before he became director of public relations at the legendary label.
Winterbottom announced the development of the project last year, to be produced with regular producing partner Andrew Eaton and Oasis singer Liam Gallagher.
Peep Show's Jesse Armstrong has written the screenplay for the biopic, with Eaton waiting on Winterbottom to clear his schedule.
Eaton told Indiewire: "We're developing for Michael to direct, it's one of my passion projects. Liam's great to work with, because he wants everything to happen tomorrow. Because he's not from the film business, he's basically going, 'Why can't we do it right now?' It's very inspiring."
Eaton most recently produced the drama 360 which stars Jude Law and was the opening film of the London Film Festival last night.
