Mark Millar (Kick-Ass) and Tony Harris's (Ex Machina) title was first published by Image Comics in 2008.
Thomas Dean Donnelly and Joshua Oppenheimer, who are working on a Doctor Strange script for Marvel, are in negotiations to write the screenplay.
Sony previously held the film rights to War Heroes, but they lapsed before the project went into production. Michael De Luca was originally attached to direct the adaptation.
The alternate history centres on a project to develop superpowered soldiers to continue the war on terrorism, with one of the new soldiers going rogue.
Matthew Vaughn is currently working on movie adaptations of Millar's The Secret Service and Superior.
