Rise of the Planet of the Apes helmer Rupert Wyatt has also been approached to direct the adaptation, reports Deadline.
The Warner Bros drama will recount the events surrounding the death of former KGB spy Alexander Litvinenko, who was poisoned with the radioactive isotope polonium-210.
As he lay dying, Litvinenko accused then-Russian President Vladimir Putin of arranging for him to be killed. The case has never been solved.
The Day the Earth Stood Still writer David Scarpa is working on the screenplay.
Wyatt's partner Alan Moloney is expected to join Graham King, Johnny Depp and Christi Dembrowski's Infinitum Nihil as producers.
