The Rum Diary actress will star opposite Dominic Cooper who plays a man released from prison that goes after the people who framed him, reports Deadline.
Motor City, written by Chad St. John, will be produced under Joel Silver's Dark Castles.
Heard starred in NBC's The Playboy Club and previously defended the series from critics, saying that the female characters are "empowered by [their] sexuality".
The series didn't last on television as it became the first cancelled show of the 2011-12 season.
Heard recently told Digital Spy that her fame doesn't feel like "a sudden thing" in the industry and that there is a lot of "delayed gratification".
