The Piranha 3D director will adapt the dark fantasy novel for Mandalay Pictures, according to The Hollywood Reporter.
Aja's other previous directing credits include The Hills Have Eyes and Switchblade Romance. He has also written the screenplay for a remake of '80s slasher film Maniac, which is currently in production.
Horns centres around a 26-year-old man who wakes one morning to find that he has horns growing out of his head and has been gifted with infernal powers.
He becomes convinced that the transformation is somehow connected to the unsolved, brutal murder of his girlfriend.
Hill's comic series Locke & Key was previously being developed as a television show. However, it was not picked up following the filming of its pilot.
The author is also attached as executive producer on Horns.
Mandalay is also developing an adaptation of Hill's short story Twittering from the Circus of the Dead, with Todd Lincoln attached as director.
