The 63-year-old French actor has finalised talks to portray the disgraced former French finance minister, who resigned in the wake of a much-televised court case after being accused of raping a New York hotel maid in May 2011.
Depardieu was most recently the subject of his own scandal, due to claims of public indecency on a plane last year.
The film will be directed by Abel Ferrara, and also stars Isabelle Adjani as Strauss-Kahn's wife Anne Sinclair.
Ferrara told French newspaper Le Monde that shooting would take place in New York, Paris and Washington, adding: "In all the places of power: It's a film about the rich and powerful."
Filming on the production begins in June.
