The Miami Vice director has signed on to Sony Pictures' crime thriller, reports Deadline.
S Craig Zahler (The Incident) wrote the script, which is being produced by Moneyball's Michael De Luca.
The film - which was originally purchased as a spec script last year by Sony - is billed as a story of two detectives who discover a terrifying extortion ring operating in the New York underworld.
It has been compared to Seven and Marathon Man.
The Big Stone Grid could potentially be moved to Los Angeles, with Mann expected to work on a rewrite with Zahler.
Mann has recently been working on the Dustin Hoffman-starring HBO horse racing show Luck, which has been renewed for a second season.
He has also been linked with '60s motor racing movie Go Like Hell, which is in development at 20th Century Fox and tells the tale of Ford and Ferrari's battle for supremacy at Le Mans in 1966.
