The studio has hired Alex Harakis to write the script, based on an idea that was conceived by Ritchie's partner Lionel Wigram.
The pair previously developed the Ritchie-directed Sherlock Holmes and its sequel Sherlock Holmes: A Game of Shadows together.
In January, Ritchie signed on to direct a third Sherlock Holmes movie, which he hopes to film in Hollywood.
Action star Jason Statham recently credited Ritchie with helping him to establish a movie career, saying that the director gave him his first big break.
