The project has been conceived by David Agiashvili and written by natives of Georgia, Deadline reports.
Perlman will play an American motorcyclist who rides through the city of Tbilisi with a woman named Freedom, played by Dumont.
McDowell's short will star him as an actor who forms a connection with the city after shooting a movie there.
Perlman is also known for his roles in City of Lost Children, Hellboy, and Drive.
The 62-year-old's FX series Sons of Anarchy was recently picked up for a sixth season.
