Warner Bros will develop the project from a pitch by Joe Nussbaum, who directed 2011 teen horror Prom.
The plot centres on a cynical Cupid (Brand) who is tasked with creating the ideal romance, Variety reports.
Brand will produce in addition to starring in the film, alongside his regular producing partner Nik Linnen.
