The actor is in talks to star in the film based on Boston Teran's novel set in the Mexican Revolution, reports Variety.
Bale will take on the role of assassin Rawbone, who hatches a plot to smuggle stolen weapons across the US border.
He is caught out, but agrees to continue his plan and takes a Bureau of Investigation agent with him in return for immunity from prosecution, not recognising the man as a figure from his past.
The film was written and will be directed by Todd Field (Little Children).
Bale was most recently seen in Christopher Nolan's third and final Batman film, The Dark Knight Rises and The Flowers of War.
The Creed of Violence is scheduled to begin shooting in early 2013.
