Paramount Pictures has given the green light to the black and white movie, which will go into production in October.
Dern will play an ornery, alcoholic father who convinces his son to join him on a cross country road trip with the dubious promise of riches at the end.
Bob Nelson wrote the script for the comedy.
Payne initially approached Gene Hackman for the father role, but was unable to convince the actor out of retirement.
Dern will also be seen in Quentin Tarantino's Django Unchained.
Saturday Night Live comedian Forte has a recurring role in NBC's 30 Rock.
