Hunger Games studio Lionsgate has, however, made no official comment on the reports.
Strong recently won a Primetime Emmy for his work on HBO's political drama Game Change, adapted from a book of the same name about the 2008 US presidential elections.
The former Buffy the Vampire Slayer actor has also written the screenplay for Lee Daniels's historical drama The Butler, and was recently announced as the screenwriter for Sony Pictures' adaptation of Dan Brown novel The Lost Symbol.
The Hunger Games: Mockingjay is tipped to be released in two parts on November 21, 2014 and November 20, 2015.
