According to Variety, the film will take place in the future and within the context of a "full-scale war".
It is not yet clear whether the Governor of California Arnold Schwarzenegger, the lead character in the first three movies, will appear in the film.
Producer Moritz Borman commented: "We've left it open for him to maybe do a cameo. The final decision will be based on his desire and availability."
Borman added that the current plan is for this film to be the first part of a trilogy.
Shooting will begin at the start of 2008, with a summer 2009 release date planned.
