The movie, directed by Swedes Mans Marlind and Bjorn Stein, is based on a script by Identity writer Michael Cooney.
It will be produced by Nala Films, whose recent projects include In the Valley of Elah and Dan in Real Life.
Shooting on the movie is scheduled to begin in Pittsburgh in late March.
Moore, 47, has been nominated for four Academy Awards.
