The comic, written by John Harrison, drawn by Peter Rubin and based on an idea by Mostow, portrays an America governed by an elite group called the Megas. A monarchist detective has a crisis of conscience when he uncovers a crime that reveals hidden truths about the ruling society.
It is not yet known whether Mostow will direct the film, though he will begin pitching the project to studios with Virgin's Gotham Chopra and Sharad Devarajan next week.
The Megas is the latest title in Virgin's Director's Cut series that has included stories from John Woo (Seven Brothers), Shekhar Kapur (Snakewoman) and Guy Ritchie (The Gamekeeper).
Mostow will shortly begin filming Bruce Willis action film The Surrogates.
