The film, which is based on a book proposal from The Daily Show's Josh Lieb, revolves around a 13-year-old boy who is an evil genius and the third-richest person on the planet. With a secret base beneath his family's home, the boy hides his identity to avoid his enemies so he can legally claim his empire when he turns 18.
The boy attempts to become class president but finds the tactics used to stage coups in Central America don't work for school election campaigns.
Lieb, who recently sold the book proposal to Penguin, will write the film version. Charlie's Angels director McG is attached as a producer.
Lieb has previously written for NewsRadio and The Simpsons.
