The veteran EastEnders star is top of Brand's wish list to appear in the movie version of My Booky Wook.
However, he admitted that a makeover would be required to ensure that the actress looked sufficiently old.
He told Teletext: "It has to be Barbara Windsor. I've told her and she's interested. She's the right age - 71 - but looks a bit too young. So we'll have to age her!"
He previously said he had originally wanted Daniel Radcliffe to play him in the movie, which will also star Noel Gallagher and David Walliams.
The Michael Winterbottom-helmed film is scheduled to begin shooting later this year.
