Mayor Carlos Lopez was furious that producers were filming Quantum Of Solace in the northern mining town of Baquedano without authorisation.
He reportedly drove between cameras on the set after objecting to what he called an excessive police presence in the small town. He was also angry at plans to use Chile to represent neighbouring Bolivia, where the film is set.
He told Reuters: "For a town that has just 1,000 residents, sending in special forces and water cannon, preventing people from walking in the street, reminded me of the worst of the Pinochet years."
The mayor was briefly detained by police before being released.
Daniel Craig's second outing as 007 is scheduled to hit UK cinemas on October 31.
