The Hollywood Reporter claims that Bloom has been offered a role in the film, a remake of 1970 heist movie Le Rouge Cercle, which starred Alain Delon and Yves Montand.
Chow Yun-Fat and Liam Neeson are currently in talks to star in the project for France's Studio Canal.
Wai Ka-Fai, who formed production company Milkyway Image with To in 1996, is working on the script.
The film is scheduled to begin shooting in Hong Kong and Macau in June.
