The director collaborated on the project with his Ocean's Thirteen scribes Brian Koppelman and David Levien. The low-budget project, which will shoot over 14 days in the autumn, will get a simultaneous release in cinemas, cable TV and DVD.
Soderbergh is thought to be interested in casting an adult film star in the lead role.
The director's next film will be The Informant, a crime thriller starring Matt Damon, Scott Bakula and Melanie Lynskey.
His biopic of Che Guevara will compete for the Palme d'Or prize at this year's Cannes Film Festival.
