Joel Surnow, co-creator of 24, has agreed a deal to develop a spy thriller for United Artists.
Surnow will write the film's screenplay with Michael Loceff, a former co-executive producer on 24.
"This is an original concept that both UA and I feel will have an impact creatively and commercially," Surnow told Variety.
Casino Royale's Martin Campbell will direct the contemporary film after he finishes work on Mel Gibson's Edge of Darkness.
