The film is an adaptation of journalist Jon Ronson's book about the US Army's First Earth Battalion that was trained to use paranormal powers. The title refers to the unit's telepathic ability to kill farmyard animals with just a thought.
The story details a US "psychic spy" who is reactivated following the 9/11 attacks.
The script, written by Peter Straughan, topped the 2007 "Brit List" of best unmade screenplays.
BBC Films will co-finance and produce the film.
Heslov and Clooney have previously worked together on Leatherheads and Good Night and Good Luck.
