Bloc Party's Okereke alleged earlier this week that he was a victim of an "unprovoked racial attack" from Lydon and his entourage.
Lydon denied the reports and accused Okereke of using the incident for "publicity".
Rhys, who is currently touring with his Mercury Prize-nominated side-project Neon Neon, described the altercation at last weekend's Summercase Festival as "horrific".
"Kele is a very brave man and what he said is exactly what happened," he told MTV.
"The statements Kele has said are absolutely true. It did happen."
