The 'I Kissed A Girl' singer will front the ceremony, which takes place at the Echo Arena on November 6.
Perry, who will perform musical interludes at the event with her band, is also nominated for two gongs including Best New Act and Most Addictive Track.
MTV EMA executive producer Richard Godfrey said the Californian musician was a "perfect" choice to helm the show.
Perry commented: "I was so excited when I heard that I was nominated for two awards, but when I was asked to host the show I wet myself, Fergie-style!
"To follow in the footsteps of previous hosts Christina Aguilera, Tom Jones, P. Diddy and Snoop Dogg at this prestigious event is an incredible honour - do they know what they are getting into? I just hope that I don't spill my cocktail!"
Awards presenters at the event will include Solange Knowles, Sugababes and Grace Jones.
