Franklin, 66, told organisers that she wanted a break from the limelight, reports the BBC.
Event organiser Quint Davis said that the festival "honoured" the singer's decision to stay away, but claimed she was more than welcome to return next year.
"She's made it clear that New Orleans and the festival are important, and that she would like to be a part of this and raising the spirit of New Orleans," he said.
The festival, which is celebrating its 40th anniversary, takes place over two weekends in April and May. Neil Young, Kings of Leon and Bon Jovi have all been confirmed to perform.
