The 'Thriller' singer apparently intends to ensure that the material is released posthumously to secure an inheritance for his children.
"I was astonished by the number of songs which have been held back," Metro quotes biographer Ian Halperin as saying.
"I was told that he will not let them come out now but wants to leave them for his kids, a very personal legacy to them."
Jackson, who released his last studio album Invincible in 2001, is reportedly planning a 30-date comeback event in London that could secure him up to £1.5 million a night to perform.
Halperin's biography Unmasked: The Michael Jackson Story is expected to be released later this year.
