Surviving members Joseph 'Rev Run' Simmons and Darryl 'DMC' McDaniels are to be honoured at a weekend ceremony in Cleveland, Ohio, along with Metallica, Jeff Beck and Bobby Womack.
The rap pioneers vowed never to perform again after Jam Master Jay, real name Jason Mizell, was shot dead in 2002 in a New York studio. His murder remains unsolved.
McDaniels told MTV: "For me, I tell people, 'Do you want to see me and Run running around without Jay?' They tell me I could get Grandmaster Flash [to fill in]. But I can get any DJ in the world if I want. It wouldn't be right. I can't replace my drummer."
Hall of Fame organisers will insert a video tribute to the group in place of the live performance.
