The reggae star had nine entries in the list of 100, voted by a panel of musicians and cultural officials at the University of the West Indies in Kingston.
'Simmer Down' landed at nine, while 'No Woman No Cry' was 12th and 'Redemption Song' finished at 14, Reuters reports.
The panel picked 'O Carolina' by the Folkes Brothers as the island's second-best song. Rapper Shaggy later covered the track.
However, university officials admitted that the list has received a mixed response.
"People have said to me that they wanted more of the DJ and dancehall songs included, but like in everything else, you can't please everybody," panel member Wayne Chen said.
"I would have loved to see more dub music, because I am a fan of dub, but that did not happen."
