The Tribute, which will be held outside the city's Schoenbrunn Palace, will be broadcast live around the world on September 26.
Blige and Brown were announced for the show yesterday, but later reports claimed that neither act was actually confirmed to play. It was alleged that Brown's legal issues in Los Angeles were behind his withdrawal. The 20-year-old was recently sentenced to five years' probation, six months of community labour and one year of domestic violence counselling.
It was also rumoured that Blige could not play because of prior live commitments in Italy.
However, Jackson denied the stories at a press conference in London earlier today, insisting that both acts are still scheduled to perform.
"We have Mary J. Blige, who we have made arrangements for, so she can get there from Italy. We have made arrangements for her personally," he said. "She has been very, very supportive and she's been supportive of the family for many years and said that she would love to be here.
"We have Chris Brown. He is going to be here and he's just working something out with his situation in Los Angeles."
He added: "I spoke to Mary's husband and she will be here. Chris Brown is working out situations, but he definitely wants to be here."
When asked about the controversy surrounding Brown's position on the bill, Jermaine said: "He's asked for forgiveness... people make mistakes and things. He is a wonderful performer and during these times people need support."
Organiser and executive producer Georg Kindel revealed that Brown would be singing either 'Thriller' or 'Man In The Mirror' at the event.
Akon, Natalie Cole and Sister Sledge are among the other artists who will take part in the concert. Meanwhile, Stevie Wonder, Maroon 5 and R Kelly are in advanced talks to play the show.
