The rap collective, who earlier this month signed a deal with fan-funding engine SellaBand, are trying to raise $250,000 (£150,000) to record and release the as-yet-untitled record.
Supporters can invest varying increments of $25 (£15) in exchange for copies of the LP as well as limited edition T-shirts. Bigger contributions can lead to executive producer credits and studio visits while the group record the album.
Public Enemy are the first high-profile band to sign a contract with SellaBand. Under the deal, they will retain complete ownership of the release.
