Admirers of the 15-year-old singer had gathered at a shopping mall in Long Island, New York to see him perform, MTV News reports.
However, when someone mistakenly announced that Bieber was inside an Abercrombie Kids store, the crowd rushed over to try to get closer.
Several fights also broke out and Nassau County police were eventually called to the scene.
Writing on Twitter, Bieber said: "The event at roosevelt mall is cancelled. please go home. the police have already arrested one person from my camp. I dont want anyone hurt."
He later added: "I'm sorry to everyone who was in Long Island at the Mall 2day. I was just trying to come meet fans and never meant to dissapoint [sic] anyone. today was crazy. feel awful about letting fans down. I tried to get there but they wouldnt let me in."
