Lady Starlight, real name Colleen Martin, told The Mirror that the pair first met when she was hosting a party in Manhattan.
Starlight said: "I'm 11 years older than GaGa, and I do see myself as her mentor. I'm Angie Bowie to her David Bowie. Angie created his look - she's my absolute hero.
"It was a magical connection - we were inseparable from the start. She had lots of ideas and we started talking and haven't stopped since."
She added: "It was obvious even then that GaGa was going to be famous. She was incredibly focused on exactly what she wanted to do.
"I spent two years living in London - I'd have stayed for ever if I could have got a work visa. It was there I started collecting vinyl and fell in love with the sounds of the 1970s. And I know my love of all things British rubbed off on her."
