The reality TV judge announced his plans for the benefit record at the National Television Awards last night.
Cowell has recruited singers Michael Bublé and Leona Lewis for the song, as well as fellow X Factor judge Cheryl Cole, says Sky News.
Other stars rumoured to be attached to the project include Beyoncé, Robbie Williams, Lady GaGa, Susan Boyle and Wyclef Jean.
Cowell is organising the effort after receiving a request from Prime Minister Gordon Brown.
"The agony and anguish for the people that we are seeing on our television screens is something that British people want to respond to," Brown said earlier today.
