The rapper, who watched Allen perform at the Brit Awards earlier this week, admitted that he wants her to support him at the Wireless Festival in July.
"I spoke to Lily Allen. I'm trying to get her for Wireless," Jay-Z told BBC Newsbeat. "Hopefully that goes through. I bum-rushed them in the corner where they can't say no."
He added: "I think she's a great artist I respect her. We just haven't [collaborated] yet."
The Wireless festival takes place at London's Hyde Park on July 2 and July 4. Pink, The Temper Trap and The Ting Tings have already been confirmed to perform.
Jay-Z will also play Manchester's MEN Arena on June 7 and the LG Arena in Birmingham on June 9.
