According to The Sun, the singer's bosses have started making plans for a series of shows which would start in November, but Williams remains unconvinced by the idea.
The proposed concerts would promote the popstar's latest album Reality Killed The Video Star, which entered the UK chart at number two last year.
A source said: "Tempers are fraying because Robbie is non-committal at the moment. He's made no secret that he doesn't want to tour this time round but his management firm, IE Management, are keen to get him out after such a successful comeback.
"He is beginning to come round to the idea but is still unsure. People are becoming restless."
It is thought that Williams is feeling nervous about the proposal because he suffers from stage fright and fears that a tour could go wrong. His last jaunt took place in 2006.
