The Scissor Sisters singer was speaking to Attitude magazine about time he spent in Berlin.
"I saw some crazy s**t. it was actually really great to see. There were moments where I was like, 'Thank God this is going on somewhere,' he said.
"People indulging in what they want to be doing without anyone making them feel bad about it. There's a space for it and that's great. That's how it should be.
"You don't have cops lurking at every corner. People having responsibility and doing what they want to be doing. I really believe in that. I love that Berliners take that very seriously. That goes with sex and drug use and all of the above."
The experience apparently inspired Shears to write the group's new album Night Work.
