The former Sex Pistol told BBC 6 Music that the group will use the money earned from their current tour to fund the recording.
Lydon said: "We have no record company support and as far as we're aware no record company, but the gigs are very rewarding.
"It's time to move on I think, particularly in Britain from Virgin, because they're worse than useless, they're actually a hindrance. It's an uphill battle, but I think in terms of music I'm definitely way ahead of the game."
He added: "I've never stopped writing. There's songs there - it will be a joint piece of work. It's been nearly 40 people that have been in and out of PiL and all of them have benefited, but very few of them seem to want to come back. I don't think it's because I'm a horrible person!
"All of us are capable of producing in our own way, but there are a few people out there. We're collecting people as we go along from town to town that are definitely intrigued and interested by us."
The planned release will be the first since 1992's That What Is Not and the first new studio album from Lydon since 1997's solo LP Pyscho's Path.
