GaGa became the first to achieve the accolade just ahead of Canadian singer Justin Bieber, who is expected to reach the milestone in November.
Gossip Cop broke the news and reports that GaGa sent a Twitter message to her fans in celebration.
"We reached one billion views on YouTube little monsters," GaGa tweeted. "If we stick together we can do anything. I dub you kings and queens of YouTube! Unite!"
The achievement surpasses GaGa's previous online victory of being declared the first artist to reach one billion video views on the internet as a whole in March earlier this year.
