The clip is shot in steampunk style and features frontman Brendon Urie portraying several characters, including a corpse.
"One [of my characters] was inspired by Sweeney Todd and is very Johnny Depp," Urie told MTV News. "I'm not an actor, so I was like 'Hey whatever ... just guide me.' I try, but I'm no Depp. No one's Depp."
The video also pays homage to previous hits 'I Write Sins Not Tragedies' and 'Nine In The Afternoon' and is the first to come from the group's new lineup.
'Mona Lisa' precedes the release of the band's third studio album, Vices & Virtues, out March 28 in the UK and March 29 in the US.
